Safety is the fundamental and defining aspect of the public transport sector.
On June 25, 2019, Italy completed the adoption of the Fourth Railway Package with the publication of Legislative Decree No. 57 of May 14, 2019, titled "Implementation of EU Directive 2016/797 of the European Parliament and of the Council of May 11, 2016, on the interoperability of the European Union railway system."
Furthermore, regarding railway safety, Legislative Decree No. 50 of May 14, 2019, was published, implementing Directive 2016/798 of the European Parliament and of the Council of May 11, 2016, on the safety of railways and road and motorway infrastructures.
Additionally, the following regulations were introduced:
- Delegated Regulation (EU) 2018/762, establishing common safety methods (CSM) related to the requirements of the safety management system for railway undertakings and infrastructure managers.
- Implementing Regulation (EU) 2019/779 of the Commission of May 16, 2019, which lays down detailed provisions for a certification system for entities responsible for the maintenance of vehicles.
Spitek is capable of meeting all national and international safety regulations and, in particular, for the supply of new components:
- It has successfully completed the CE certification of interoperability components.
- It has successfully designed, produced, tested, and validated over 200 different types of safety components, obtaining for each of them an assessment report from accredited third-party bodies.
Regarding the overhaul and repair of components, Spitek ensures compliance throughout the contract duration with the expected safety performance, the obligations related to the exchange of safety-related information, and the traceability of railway safety documents. To achieve these objectives, Spitek has obtained:
- The certification of its competence management system, compliant with the requirements of:
- The Organizational Communication for the Safety Certificate No. 30.6/DT of August 3, 2018, issued by Trenitalia SpA
- Annex C of ANSF Decree 04/2012
- Procedure P096 Rev.04 of December 13, 2021, of Trenord
- DOCS 55.0/DT-SIGSQ Section D – "Internal Authorizations MV0" of July 22, 2021
- A Certificate for the Execution of Maintenance Functions, confirming the acceptance of its maintenance system within the European Union in compliance with Directive (EU) 2016/798 and Regulation (EU) 2019/779.
